Biography

I rejoined the University of Glasgow in 2020 as the Ian Mactaggart Chair in Land, Property and Urban Studies, having spent eight years at Heriot-Watt University where I was Director of The Urban Institute.

 

Background

My first degree is in Philosophy, Politics & Economics from Oxford University. Subsequently, I took a Masters in Housing Studies at Oxford Brookes University, and was awarded a PhD by the University of Glasgow on “Economic and Monetary Union and the Housing System.”

 

My principal disciplinary background is economics, but much of my work is cross or inter-disciplinary.  

 

Research

My research focuses on the study of housing as a system, linked to the organisation of the broader social and economic structures. My methodological specialism lies in international comparative research. I have helped to develop the theoretical basis of comparative study through my work on housing and welfare regimes. My empirical work also includes policy transfer.  Most of my comparative research is on advanced economies, although I have also published on China. I am particularly interested in the relationship between housing and poverty.

 

Other interests include planning (especially land value capture), land and property taxation, and heritage.

 

Major research projects

I have led a number of large scale policy evaluations, including the Evaluation of English Housing Policy (for the UK Government) and the EU Study on Housing and Exclusion (for the European Commission). I’m a co-investigator in the ESRC UK Centre for Collaborative Housing Evidence (CaCHE), where I am undertaken research on the resilience of the housing system in the light of the Global Financial Crisis and Covid-19.

 

Policy

I firmly believe that policy should be supported by research and that the academy has a responsibility to engage with public policy debates. I led an Expert Panel on Housing for the UK Government, which linked governmental policy needs to bespoke research evidence. I was also Academic Advisor to the Joseph Rowntree Housing Market Taskforce which identified ways in which the housing market could be made less volatile. I served on the Scottish Government’s Post-Covid Housing System Policy Circle, and on the Social Justice and Fairness Commission.   

 

I am lead editor of the UK Housing Review (published by the Chartered Institute of Housing) which was runner up in the Thinkhouse most influential housing report of 2020, and contributed to the Homelessness Monitor (published by Crisis) which won the most influential housing report of 2020 award.

 

Consultancy

I have undertaken consultancies for a number of international organisations, including UN Habitat, UN Economic Commission for Europe, the European Parliament and the Council of Europe Development Bank. I have worked with the UN on housing in Armenia and Serbia, and took part in an evaluation of Finnish housing policy for the Government of Finland.

 

Editorial work

I was founding Editor of the European (now International) Journal of Housing Policy (2000-2009) and an Editor of Urban Studies (2009-18). I am currently an Editor of the Routledge book series on Explorations in Housing Studies.

My research focuses on the study of housing as a system, linked to the organisation of the broader social and economic structures. Major research projects

I have led a number of large scale policy evaluations, including the Evaluation of English Housing Policy (for the UK Government) and the EU Study on Housing and Exclusion (for the European Commission). I’m a co-investigator in the ESRC UK Centre for Collaborative Housing Evidence (CaCHE), where I am undertaken research on the resilience of the housing system in the light of the Global Financial Crisis and Covid-19.

Community work

I served as a Director of New Lanark Homes, which managed the social rented housing in the UNESCO World Heritage Site for 10 years. I served on the New Lanark Trust’s Housing Strategy Group and wrote a housing options report for residents and the Trust. I was also a Board Member of Home in Scotland, a housing association.

 

I convened the New Lanark and Falls of Clyde Working Group, an alliance of community groups (e.g. RB Lanark Community Council), and heritage bodies (e.g. New Lanark Trust, ICOMOS-UK) which opposed the extension of a sand and gravel quarry into the Buffer Zone of the New Lanark World Heritage Site at the Falls of Clyde. The application was approved by the local authority, but called in by Scottish Ministers. After almost a decade Scottish Ministers refused permission for the quarry to be extended into the Buffer Zone.

I am happy to assist with study visits/ field trips to New Lanark.
